Jinan Started Promotion Project for Smoke-free Enviroment

　　Create smoke-free environment, and protect people from exposure to secondhand smoke. On 26th, reporter knows from Jinan Center for Disease Control and Prevention that Promotion Project for Smoke-free Enviroment of Jinan has been officially launched and the aim of the project is to promote establishment of effective law enforcement system for tobaco control in Jinan. It's reported that tobaco control legislation in Jinan has been put into legislation programming.

　　Smoke-free enviroment means no smoking in any public venue or workplace. To improve conditions of tobaco control in China, Chinese Center for Disease Control and Prevention (CDC) and International Union against Tuberculosis and Lung Disease(UNION) jointly launch Promotion Project for Smoke-free Enviroment. Last year, Jinan Center for Disease Control and Prevention signed agreement with the UNION, and planned to open Promotion Project for Smoke-free Enviroment in Jinan.

　　The project objective mainly includes actively promoting Jinan Municipal Regulation for Preventing Harm from Sencondhand Smoke to be put into 2012-2016 legislation programming and establishing a set of effective tobaco control legislation in Jinan. "Although Jinan issued smoking ban at public venues and workplaces long time ago, there is still a long way to go to realize smoke-free environment.", introduced by related official from Jinan Center for Disease Control and Prevention. In 1996, Smoking Ban at Public Venues and Workplaces in Jinan was issued, and then it was revised twice. But subject of liability in this ban is not clear and the enforcement of penalty is difficult, so it doesn't come into effect.

　　"But we are pleased that Smoking Ban at Public Venues and Workplaces in Jinan has been included in 2012-2016 legislation programming." The related official introduced that secondhand smoke is very harmful, and comprehensive smoke-free environment legislation is a strong support for non-smokers to avoid harm from secondhand smoke, "So we will learn from cities which are successful in controlling tobaco including Harbin, actively promote legislation for tobaco control and establishing of effective law enforcement system for tobaco control in Jinan."
